Job Title : Senior Water Production Operator

About the Department

DEFINITION:Under the general direction of the Water Production Supervisor, leads, oversees, reviews and performs work activities and duties assigned to the Water Production Operators and assumes responsibility for the more difficult and complex tasks. Ensures compliance with Federal and State regulations and drinking water standards concerning water quality and treatment.DISTINGUISHING CHARACTERISTICS:The Senior Water Production Operator is the advanced journey level classification responsible for overseeing work crews in the maintenance, repair and installation of the water treatment systems; technical consultation, plan review and service inspection related to cross connection control, regulatory water quality sampling as well as wellhead protection analysis. This classification is distinguished from the Water Production Supervisor classification by the performance of daily maintenance tasks and operations. The Senior works independently under the standards and requirements of applicable Federal and State regulations and City regulations, policies and procedures to evaluate and interpret process control data, compliance data, and data from water quality monitoring programs.SUPERVISION EXERCISED:Exercises direct technical and functional supervision over lower level maintenance crews and staff. May serve as an Acting Water Production Supervisor in their absence.

Position Duties

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.  

  • Lead, oversee, review and perform the work of staff responsible for the maintenance of water treatment facilities and equipment.
  • Supervise the operation and maintenance of construction equipment and/or machinery including backhoes, pumping equipment, dump trucks, and well boosters.
  • Assist in the training of lower level personnel in the areas of work, ensure adherence to safe work methods, procedures and practices; identify training opportunities and needs; make recommendations to higher-level staff.
  • Evaluate assigned work projects; estimate time, manpower and equipment necessary for the successful completion of the project; acquire necessary resources as is appropriate; estimate quantities and determine correct types and amounts of materials.
  • Instruct maintenance staff in safety procedures and techniques and perform safety tailgate meetings at job sites.
  • Check chlorine system; take water samples throughout system on an as needed basis and perform special well samplings as needed; prepare water samples for testing and processing.
  • Respond to questions and concerns from the general public; provide information as is appropriate and resolve service complaints.
  • Write and prepare reports on daily activities of the division maintenance staff.
  • Monitor and scan telemetry system for reservoir and well activity and status.
  • Maintain the upkeep to well sites, booster stations, pressure reducing valve (PRV) stations on a regular basis.
  • Maintain accurate records, including of installations and repairs of treatment equipment.
  • Perform pipefitting and fabrication work as necessary.
  • Give recommendation to upper staff on treatment system improvements.  
  • Responsible for the preparation, creation and execution of daily, weekly, quarterly and yearly, preventive maintenance scheduling of treatment facility equipment and reporting of PMS to supervisor.
  • Perform the full array of duties including making daily rounds of water distribution system facilities; review and analyze data relating to water quality, determine compliance and recommends necessary adjustments to obtain and ensure compliance.
  • Oversee the cross connection control program; install backflow devices at meters on commercial and industrial facilities; tests devices annually as required to ensure compliance.
  • Inspect and certify commercial and industrial facilities for Certificate of Occupancy requirements for the Water Utilities Division.
  • Collect samples from water distribution source(s) and facilities; analyze sample data and produce standard reports on a monthly and annual basis.
  • Respond to questions and concerns from the general public; provide information as appropriate and resolves complaints.
  • Produce consumer confidence reports as required by Federal or State statutes.
  • Oversee Flushing Program and assigned maintenance staff.
  • Coordinate valve turning program in conjunction with the flushing program.  
  • Effectively use and maintain field test kits and equipment.
  • Interpret engineering plans and specifications; plan and organize work.
  • Work independently with little direction.
  • Ability to interpret and apply codes, rules, regulations, policies and procedures.
  • Perform weekly safety meetings with lower staff.
  • Maintain prompt and regular attendance.
  • Perform other related duties as required.

Minimum Qualifications

TRAINING AND EXPERIENCE:A typical way to obtain the required qualifications would be: Education: A high school diploma or equivalent is required.ANDExperience: Five (5) years of responsible experience in the operations, maintenance, and construction of water production, water treatment and storage facilities.SPECIAL REQUIREMENTS:

  • Possession of a valid California Class “C” Driver’s License and to be maintained throughout employment is required.
  • Possession of a valid California State Water Resources Control Board Grade III Water Distribution Operator Certificate is required. A California State Water Resources Control Board Grade IV Water Distribution Operator Certificate is desired.
  • Possession of a valid California State Water Resources Control Board Grade II Water Treatment Operator Certificate is required. A California State Water Resources Control Board Grade III Water Treatment Operator Certificate is desired.
  • Possession of a County of San Bernardino Environmental Health Services Certified Backflow Prevention Device Tester Certificate is desired.
Additional Requirements: Depending on the needs of the City, the incumbent of this classification may be required to maintain additional licenses or certificates and Continuing Education Units. The incumbent may be required to work outside the traditional work schedule. May be subject to call out/call back or stand-by scheduling.

Other Qualifications

Knowledge of:Supervisory techniques and methods; chlorinating principles and disinfectant requirements as required; methods, materials, tools and equipment used in repair of water facility equipment. Heavy motor equipment operation and maintenance; water sampling procedures; hydraulic testing of electrical pumps and motors; telemetry control functions; water system emergency operations relating to water facility hydraulics; measurement techniques and projection to ensure ample water supply to set zone requirements; basic OSHA and Cal-OSHA safety regulations; modern office equipment, including computer and applicable software; report writing and record keeping methods.Ability to:Effectively lead maintenance work crews; train and instruct in proper water treatment system maintenance procedures and safety procedures; methods, materials, tools and equipment used in repair of water treatment facility equipment, water sampling procedures, and hydraulic testing of electrical pumps and motors; basic telemetry control functions; water system emergency operations relating to water treatment facility hydraulics; measurement techniques and projection to ensure ample water supply to set zone requirements; monitor SCADA system for system operations; work cooperatively with the public, various City departments, and Water Utilities division staff; record keeping methods; hold safety tailgate meetings within the treatment section of the Water Division. Work standby, per the MOU.Skill to:Safely operate heavy equipment, small hand tools and residual test kits in the maintenance and repair of water facilities; safely apply and distribute chlorine as needed; operate computer and applicable software.
